20555 Subject License Amendment Application to Revise the Steam and Feedwater Rupture Control System Main Steam Low Pressure Block Permit Setpoint (TAC No. 66732)

The eclosed application requests that the Davis-Besse Nuclear Power Station, Unit No. 1 Opereting License, Appendix A, Technical Specifica-tions be revised to reflect the changes attached. The 1,roposed changes involve Section 3/4.3.2, Safety System Instrumentation Steam and Feedwater Rupture Control System Instrumentation, Table 3.3-11, Steam and Feedwater Rupture Control System Instrumentation.
The proposed changes would rodify the Steam and Feedwater Rupture Control System (SFRCS) Main Steam (MS) low pressure block permit setpoint from 650 psig to 700 psig and increase the steam pressure setpoint where the block permit is autoniatically removed from 650 psig to 750 psig. These chcnges will increase the pressure margin between the SFMS block permit and the SFRCS MS low pressure trip setpoints. This will minimize the possibility of an inadvertent ;iS low pressure trip from occurring during plant cooldown and heatup operations.
Toledo Edison requests that this amendment be issued by July 15, 1988 for implementation prior to Cycle 6 operation.
Enclosed is a check for (150.00 as required hv 10CFR170.12(c) for a License Amendment Application.
