AGENDA FOR DECEMBER 15,1998, MEETING TO DISCUSS APPLICATION OF LEAK-BEFORE-BREAK TO LOCAL DEBRIS GENERATION

1. Introduction Opening statements by NRC staff and NEl/ owners' group on purpose of the meeting and other comments.

Purpose of the meeting is to discuss PWR Owners' Group requests for application of leak-before-break (LBB) provisions of GDC-4 to local debris generation.

2. Background

(i)' History of LBB.

(ii) Summary of LBB app!! cation outlined in PWR Owners' Group requests.

3. Issues to be Considered (i) What does use of LBB mean in terms of addressing the issue being studied by GSI 1917 The Westinghouse Ownera 3roup letter implies that LBB will make the issue of LOCA-generated debris go away.

(ii) Does the phrase " Dynamic Effect" as defined in the supplementary information accompanying the 1987 rule change include debris generation following a LOCA or would a broader definition be needed?

(iii) The supplementary information accompanying the 1987 rulemaking which included LBB in GDC 4 stated that safety would be enhanced by implementing LBB. Would the use of LBB for LOCA-generated debris contradict this position?

(iv) Would application of LBB to LOCA-generated debris require a change to 10 CFR 50.46a(1)(i) which specifies that "ECCS cooling performance must be calculated for a number of postulated loss-of-coolant accidents of different sizes and locations... sufficient to provide assurance that the most severe postulated loss-of-coolant accidents are calculated."

(v) If the double-ended guillotine break is not considered, is it necessary to consider other possible breaks or failures of the reactor coolant pressure bnundary such as steam generator manways and pump and valve bodies?

(vi) Risk perspective on application of LBB to GSI 191. The role of defense in depth.

(vii) How the staff intends to consider LBB as part of staff plans for GSI 191.
