In the' Natter of- ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAN NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION CHANGE 87 In accordance with 10 CFR 50.90, we are enclosing a requestod_ amendment to licenses DPR-77 and DPR-79 to change the technical specifications of SQN units 1 and 2. The proposed chtnse revises section 6, "Administrative controls," to reflect corporate and site organisational changes.

The proposed technical specification change is identitled in enclosure 1. The justification for the proposed technical specification change.is provided in enclosure 2. A proposed determination of no significant hasards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3..

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12.

We also request that a temporary waiver of cosyliance with respect to deviations from the organisational st meture currently described in section 6 of the technical specifications be issued for SQN units 1 and 2. The temporary waiver of cosy 11ance would allow the implementation of .the proposed changes on an interim basis pending cosyletion of consideration of the application for amendment. This will allow the SW staff to become familiar with, and benefit from, the enhanced administrative structures as proposed in parallel with the NRC staff's review and processing of the proposed technical specification change.
