Millstone Nuclear Power Station, Unit Nos.1,2, and 3 Enclosed with this letter is the Oversight Plan (the Plan) for the Independent Third Party i
Oversight Program (ITPOP) as required by the NRC Order of October 24,1996, to Northeast Nuclear Energy Company (NNECo).
We also want to advise the NRC that in support of our preparation of this Plan we are continuing to work on activities required by the Order and contained in the Oversight Plan. We are doing so cognizant of the fact that should the fm' al NRC approved Oversight Plan differ in any relevant

respect with the enclosed Plan, that such current activity may require future modi 6 cation in order to fully comply with the Gnal, approved Plan.
The speciGc activities we are or have been pursuing include outreach to the community, seeking input and understanding expectations of stakeholders regarding the Plan, evaluating the Comprehensive Plan submitted by NNECo to the NRC, developing structured interview and
.rurvey methodology, evaluating previous surveys at the Millstone site, attending public meetings, i
and starting our programmatic evaluation of the Millstone ECP.

All of our activities thus far have been in either direct support of our Oversight Plan development,.
