This letter acknowledges the granting of enforcement discretion on February 24, 1988. The enforcement discretion provides temporary relief from the operability requirements of Technical Specification (TS) Requirement 3.7.1.2, Action Statement b, for Mode 3 operation of the turbine driven auxiliary feedwater pump for an additional 2 days; i. e., 7:49 p.m. February 26, 1988.
In your letter to this office dated February 24, 1988, you described that there is no safety reduction while remaining in Mode 3 to trouble shoot the pump since the plant has never been critical and has no decay heat.
You further describe that operation in Mode 3 is necessary to generate sufficient steam to test the pump.
Enforcement discretion was granted after consultation with NRR. We understand from discussions between Mr. T. F. Westerman of this office and Mr. M. A.
Burnett of your staff, that completion of the testing and repairs should take less than the 2 additional days granted.
Should you have any questions regarding this matter, we will be pleased to discuss them with you.
