STAFF REQUIREMENTS - SECY-99-008 - RULEMAKING PLAN, " PHYSICAL SECURITY / SAFEGUARDS FOR PERMANENTLY SHUTDOWN POWER REACTORS," FOR AMENDMENTS TO 10 CFR PART 73 The Commission has approved the rulemaking plan for physical security and safeguards requirements for permanently shutdown power reactors as outlined in option 3 of the attachment to the subject paper. Consistent with the Staff Requirements Memorandum -- Commission Briefing on Part 50 Decommissioning issues (M990317C) on March 17,1999, dated June 23, 1999, this rule should be considered in the context of the integrated, risk-informed decommissioning rulemaking initiative. Additionally, the staff should ensure that outstanding generic technical concerns (i.e., high burnup fuel, high density fuel storage configurations, etc.)
are appropriately resolved and coordinated with the integrated review initiative.

The staff, in considering the performance-based approach, should evaluate physical protection requ'irements (including for the vehicle barrier system) against the existing threat which should be periodically updated, or updated based on credible threat information.
