I am writing this letter to express support for the proposed rule change that would permit nuclear power plants to conduct low power testing without a complete public notification system in place.
It is obvious from a review of the facts that operation at less than 5'/ of full power presents far less risk to the general public than operation at full power.
In the case of Seabrook Station, public notification systems are in place and could be used if needed. The State of Massachusetts ha". placed a number of legal and political obstacles in the way of a siren system in that state, including removal of an operational siren system.
It defies comon sense as to why a State would remove a system designed to enhance public safety.
It further points out that the State of Massachusetts' sole interest is to prevent the opening of Seabrook Station and will use every legal and political tactic to do so.
Actions by the State of Massachusetts have forced clarification of the public notification issue. The proposed rule change certainly provides the necessary clarification and should be adopted.
