The purpose of this letter is to document GPU Nuclear's commitment to inspect all the material i
and seams on each of the Thermo-Lag fire barriers installed at its Three Mile Island Unit 1 (TMI-
- 1) plant. The intent to perform the inspections was communica:cd to the NRC during a teleconference on November 17,1998 while discussing the status of fire barrier activities.
1 The purpose of the complete Thermo-Lag fire barrier material and seam inspections is to assure that no barrier construction deficiency remains uncorrected prior to the declaration of the barrier as operable and the cessation of compensatory measures. Barrier deficiencies identified during
- inspections performed in support of the program to upgrade TMI-l's fire barriers with Mecatiss, were documented by several 10 CFR 50.72 and 50.73 reports. The number and similarity of the deficiencies identified occasioned GPU Nuclear to initiate a review chartered to examine the l
nature and extent, causes, corrective actions, and implications of the problems and provide recommendations. The effort included a review of the Thermo-Lag fire barrier construction program; including the original installation and inspection practices. As a result of that review, it I
was determined appropriate to take action to inspect all material and seams in TMI's Thermn-Lag o
fire barriers to identify and repair any deficiencies which meet the repair criteria in the TMI-l procedures.
Inspection of barriers associated with the Mecatiss up-grade program will be completed just prior to installation of the Mecatiss. The inspection of barriers in areas that will not be upgraded with Mecatiss will be completed prior to the end of the first quarter 1999.
