BRAte Linda J. LeTourneau 6 Freedom Circle Apt 13 Portsmouth, NH 03801 Secretary of the Commission Attn: Docketing and Service Branch U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Sirs:

I am writing to express my support of the proposed rule change over the emergency planning requirements that must be met before a nuclear power plant is given a license to perform low power testing.

As a New Hampshire resident I firmly feel that Feabrook Station's power is needed. As a resident of the 10-mile radius, I firmly believe that the plant is safe. I am strongly favor of Seabrook Station's being given not only a 5% license, but a full power license as well.

Seabrook Station has been the unfortunate victim of political games played by the state of Massachussetts. Its power is urgently needed. "

I strongly urge that this well-designed, well-built plant be allowed to fulfill the function it was built for.
