PROPOSED RULE ! O 6d

($3Fk'Ib43Gj w /s-E JN 23 P8 :44 0F'!G..

00CK[Il% f,

L ylq' BR t Ni.W June 22, 1988 Secretary of the Commission Attn:

Decketing and Service Branch U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Sirs:

I am writing to you to voice my opinion on the 5% power testing issue.

I believe it is time for the responsible authority to review the issues on logic and technical merit.

Eier since the TMI accident in 1979 this nation has allowed our nuclear program re-evaluation to become political and emotional.

The political side of this issue is a fact of life, but the emotional side should be defused.

We have here a problem that is uncontrollable. This industry is too technical in nature to be directed by crusaders and people who thrive on sen-sationalism.

I live in the area of concern and would like to request you pass the rule for low power testing at Seabrook.
