The existence of plans, personnel, and resources to respond to non-radiological emergencies is certainly relevant to the proceedings.

As to Joint Interverors' claim 1
that "adequacy" of emergency plans is a legal, not factual question, Applicants note that if Mass AG were right -- which he is not -- no hearing on the "adequacy" of the SPMC would be permitted, let alone required.
A proper answer should be compelled.
