POSSIBLE NRC REGIONAL INVOLVEMENT IN THE REENTRY OF COSMOS 1900 In response to your memorandum dated September 26, 1988, Region IV has taken the following actions to ensure readiness for possible NRC regional involvement in the reentry of Cosmos 1900. Action: 1. Richard L. Bangart, Director, or Damon E. Hall, Deputy Directcr, Division of Radiation Safety and Safeguards are assigned as the Region IV point of contacts for implementation and coordination of Region IV's response to this event. These personnel may be contacted at 817-8@-8248 (FTS 728-8240) and 817-860-8182 (FTS 728-8182), respectively, during office hours and through the Regional Outy Officer during off hours. 2. Blaine Murray, Chief, Reactor Programs Granch is assigned as the Response Team Leader for Region IV Field Team Operations. Mr. Murray will be the Region IV point of contact at the Federal Radiological Monitoring and Assessment Center (FRMAC), l 3. The Region IV Outy Officers will be briefed on possible regional involvement in this event and provided instructions for prompt notification of the above listed personnel during off-duty hours. 4. The region has identified a cadre of twelve (12) Health Physicists with technical expedise and operational experience in radiological field monitoring and analytital methodologies for sample analysis. These personnel will receive a briefing on possible -igional involvement in this event and tha small potential for being dis,atched to the FRMAC. Contact of these persoinel for response arw.* tf*4 will be through regional management listed in Item 1 abov, 5. The Region IV Mobile Laboratory is operational and can be dispatched with operators from the regional of fice or other locations if in use for regional inspection program. The multi-channel analyzer system installed in the Mobile Laboratory is capable of performino isotopic analysis for radionuclide identification. SEP 301988 E. L. Jordan criteria. The Region IV technical staff is currently diagnosing the cause of detector degradation. We expect to complete necessary repairs to restore detector resolution to within quality control acceptance criteria by October 4-5, 1988. 6. The region has a cache of radiation detection instruments, air sampling equipment, miscellaneous sample collection and storage supplies, t anti-c-clothing, and radio kits available for dispatch with early responders or the mobile laboratory. The portable survey instruments are operable and in current calibration. 7. Region IV plans to continue currently scheduled inspections with the understanding that affected staff, as necessary, ety be redirected to the FRMAC for response to this event.
