Dear Sir,

I am writing this letter in support of the proposed rule change which would clarify the emergency planning requirements which must be met before a low power testing license can be given to a nuclear plant.

This clarification is necessary because politicians and other nuclear power opponents are using the ambiguities in the existing rule to delay power plant licensing.

Since I am from New England, I feel strongly that Seabrook should be licensed to generate power as soon as possible to help supply the growing power needs of this area.

I believe that Seabrook is a well built plant and can be safely operated.

I live less than 30 miles from Seabrook and have no concerns for my or my family 's health and safety.

I thank you for tnis opportunity to express my opinoin and encourage the Commission to approve the proposed rule change.
