t Chairman Jackson's Comments on SECY-99-129 I approve the course of action presented by the staff as a result of their efforts in the area of grid i
reliability vis-a-vis industry deregulation. As an early advocate of the need to position the agency for j
changes in the electric power industry, I am gratified that the staff has completed the work necessary to l
understand, on an ongoing basis, the nature of the challenges to grid stability and reliability that may l
result from different ownership arrangements. The proposed actions appear sufficient both to characterize the nature of the risks existing presently and to identify adverse trends,'should they develop.
