I support the proposed interpretive rule which will allow 5%
testing in the absence of a full power notification system.
By this measure, the NRC has an excellent opportunity to clear up confusion surrounding the low power testing of Seabrook Station. My reasons for supporting thia measure include:
- 1) a notification system really isn't needed for 5% power based upon the analysis of core fission product inventory, and given Seabrook's containment and safety systems,
- 2) Massachusetts is using non-participation strictly as a poli-tical tool to prevent licensing, and 3) the Station is operationally ready to proceed with 5% testing and eventual commercial operation.
