Support of NRC Proposed Clarification of Emergency Planning Requirements for Low-Power Licensing of Nuclear Power Plants
Dear Sir:
I fully support the NRC's efforts to clarify rules for licensing nuclear power plants to operate at low-power.
Well supported de-terminations have been made, and published, establishing the low risks to public health and safety from low power nuclear testing.
Political and private-sector dissidents are fully aware of the facts, but refuse to accept them.
As a result, their self-serving interests have delayed the start of Seabrook Station and have de-nied New England the benefits of this valuable, needed source of energy.
I served in the Navy nuclear power program for fourteen years and am very impressed with the safety factors built into the plant at Seabrook.
These redundant safety factors alone obviate the need for full-scale public notification, but Seabrook has gone that ex-tra mile to ensure the safety of all residents within the ten mile zone prescribed.
A fully operational notification system is in place in New Hampshire and, plans to compensate for the deliberate dismantling of the operable siren system in Massachusetts have been submitted.
In addition, a fully operational EBS is in place in New Hampshire and Massachusetts, with emergency back-up.
In short, the proposed ruling would not lessen the effectiveness of emergency preparedness around Seabrook, or any other nuclear plant.
Seabrook is the safest plant ever constructed and a YES vote on the proposal would clarify the public notification re-quirements and pave the way for low-power licensing.
Therefore, I support any effort to reduce misunderstanding.

England needs the power Seabrook can provide.
Seabrook is com-plete, fueled and safe.
It is time to stop vaciliating and say I
"YES" to the proposed rule, and "YES" to the opening of Seabrook.
