To Whom it may concern, I would like to express my support for the proposed rule being brought to you for your approval in regards to clarification of the emergency planning requirements for low-power testing.

This proposed rule is needed to clarify that a full scale public notification system does not need to be in place for low power testing. Seabrook Station has met every regulatory requirement and has gone above and beyond expectations in its efforts to build a safe nuclear power plant. It is unfortunate that politics has been able to prevent Seabrook Station from going online. As a taxpayer and a PSNH customer it is frustrating to watch political influence continually block New Hampshire Yankee's efforts to open Seabrook Station.

I would appreciate your support in putting the political games to an end and help bring Seabrook Station online.
