Dear Sir,

I am writing to urge the Commission to clarify the confusion over emergency planning requirements for low power testing of Seabrook Station.

I am a New England resident and understand that low power operation possesses much less risk than that of full power and therefore it is not necessary to have the same public notification system in place.

Before the plant can be licensed for low power operation, successful low power testing must be complete.

I urge the Commission to implement the proposed clarification.

New England is in great need for safe and reliable power.
