Dear Mr. Secretary,

I believe that the blatant political opportunism practiced by the Massachusetts officials who will not participate in emergency planning in areas around Seabrook Station will come back to haunt them. It is irresponsible for public officials to refuse to provide the best possible planning for the safety of their residence in the unlikely event of a nuclear accident.

I applaud the NRC's clarification of it rules concerning the requirements for off-site sirens d~

ing low power testing. We all know that there is no paolic threat in low power testing, and we know that the removal of the sirens by these towns was inspired by politics not safety concerns.
