As a resident living within the emergency planning zone of a commercial nuclear plant I urge you to adopt the proposed rule changes intended to clarify emergency planning requirements for low power testing.

In particular the completed plant at Seabrook, which is desperately needed to relieve the critical power shortage in New England, sits idle while the local politicians use the plant as a flag.

I feel that the advanced design of Seabrook Station provides more than adequate protection to allow low power testing while emergency planning continues.
