I live 9 miles fran the idle Seabrook Station in New Hanpshire.

It is my feeling that electricity is in short supply and Seabrook is very much needed.

I am strongly in favor of the proposed rule change regarding public notification in the event of an emergency during 5% testing.

Scme of my reasons are:

e The time available for taking any margency action during lcw power is at least 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> - plenty of time to get the word

out, e The NRC has determined that the risk to public health and safety frcm low-power cperation at any nuclear power plant is significantly lower than at full power.

e During low-power testing, the plant never exceeds 5% power and testing takes only a matter of days.

e And specifically regarding Seabrook Station, there already is a siren systs in place in New Harpshire as well as a pro-posed notification systen for Massachusetts.

It saddens me to think how the entire issue of nuclear power has gotten so out of hand. There are pros and cons to every type of generating system.

It's my feeling that a good mix of all types is the only way to go. Otherwise, we could beccme too dependent on foreign oil and increase the problen of acid rain.

New England needs nere electricity now.

Seabrook is ready.
