NUCLEAR REGULATORY COMMISSION 2

WASHINOToN, D.C. 3065H001

\\*****/

April 29, 1998 l

MEMORANDUM TO: Samuel J. Collins, Director Office of Nucletr Reactor Regulation FROM:

Hugh L. Thompson, Jr.

k Deputy Executive Director (

for Regulatory Programs b Office of the Executive Director for Operations

SUBJECT:

TASKING ASSOCIATED WITH PUBLIC COMMUNICATIONS INITIATIVE On April 10,1998, a draft Commission paper titled, "Public Communications initiative (DSI-14)*

j was forwarded to you for review and comment. One item, item IV.B.1 requires a review of the information required of licensees by the Program Offices to determine what is required for safety oversight in plant status reports, preliminary notification 6(PNs) and other reports. Commission-level interest and recent feedback from industry managers in this area underscore the importance of ensuring that information contained in these reports, which is eventually made public, is accurate, timely and appropriate.

The Office of Nuclear Reactor Regulation is assigned the lead for this review activity and should coordinate with the Office for Analysis and Evaluation of Operational Data as necessary. Your review should include information contained in Moming Reports, PNs, daily plant status reports, highlights, and any other routine or periodic reports of a similar nature. Your review should not be limited to determining what information typically contained in these type of reports is required for safety oversight. You should also consider whether additional information, not now required, should be included.

Please complete your review efforts and forward the results of your review to me by December 1,1998.
