DOCKET fillMBER PROPOSED RULE k.dO

portsmouth, N.H. 03801 June 22, 1988 Secretary of the Commission Attn: Docketing and Service Branch U.S. Nuclear Regulatory Commission f f !O! P :

Washington, D.C. 10555 OCKCigtig.i"vCL Gentlemen:

I urge the Commission to adopt its proposed clarification of the emergency planning requirements for low power testing.

I strongly support the position that off site emergency sirens are not required during 5% testing.

Seabrook Station is ready to provide much needed electricity to New England.

It is a shame that this has been made a political issue by our neighbors in Massachusetts. The leadership in that state wants to stop acid rain, importing oil and nuclear poder, they might just as well turn the lights out!

Don't allow the shortsightedness of a few cripple the nation.

Sincerely, L
