Ruling on Emergency Planning Requirements for Low-power Testing License.

I wish to support the proposed "interpretive rule" for Emergency Planning Requirements for low-power testing.

Since the NRC has determined that the risk to public health and safet; from lcw-power operation is significantly lower than at full-power, the stringent requirements of full-power licensing should be relaxed for low-power licensing.
