Dear Mr. Caldwell:

Enclosed is a copy of the final report for the August 26,1998, full scale emergency planning zone pathway exercise of the offsite radiological emergency response plans site-specific to the Quad Cities Nuclear Power Station. The State of Iowa and the counties of Scott and Clinton participated in this exercise. The Federal Emergency Management Agency (FEMA) Region Vil prepared the report. A copy of the final report will be provided to the State of Iowa by the FEMA Region Vil staff.

There was one Deficiency identified during the exercise. A Deficiency identified at Scott County was assessed to Objective number 11, for the failure to coordinate the formulation and dissemination of accurate information and instructions to the public.

Plan changes, to correct the Deficiency, are to be submitted on or before December 24, 1998. We willinform your office within 30 days of completion of the remedial action.

There were two Areas Requiring Corrective Action (ARCAs) identified during this exercise. One ARCA was corrected during the exercise and the second ARCA was corrected during the Duane Arnold Energy Center October 21,1998, exercise. In addition, seven of the eight ARCAs identified during the 1996 exercise were corrected.
