Dear Sir,
I strongly recommend that the Commission adopt its proposed clarification of emergency planning requirements for low power licenses to make clear that emergency sirens are not required for low power testing.
The NRC has previously determined that risk to the public from low power operation at any nuclear power plant is significantly lower than at full power.
At Seabrook Station, one of the few plants effected by the rules clarifica-tion, the risk is even lower, in part because of the unique double-walled con-tainment structure.
Nuclear Power is one of the most benign methods of generating electricity that we now have at our disposal.
1 hope the commission will reject the childish obstructionist tactics employeed by some, and adopt the proposed rules clarifi-cation.
