Dear Secretary of the Commission,

I am writing in regard to the proposed rule to clarify emergency planning requirements forlow powerlicensing. I strongly support the commission's effort to make it clear that a full scale notification system is not required for a low powerlicense to be issued. Rules such as this are unfortunately necessary as a result of anti-nuclear groups efforts to delay nuclear power plant operation by any means.

These groups are only interested in stopping all nuclear power plants, they are not interested in assuring that people would be adequately notified in the event of an emergency. An eHample of this is the legal battle which resulted in removal of sirens erected for emergency notification in the Massachusetts communities near Seabrook Nuclear Power Station.

These sirens could only have helped people in the event of an emergency (nuclear or non-nuclear related). The sirens posed no safety hazard that I am aware of.

Please do all you can to make the proposed rule a law. Thank you
