Dear Gentlemen:

I am writing to give my support to your proposed "Interpretive Rule" namely, the Clarification of Emergency Planning Requirements for Low Power Testing".

This proposed rule will defuse the political issues surrounding the Seabrook Station's Low Power Testing and make it clear that for Low Power Testing, it is not necessary for a plant to have the same Full-Scale Public Notification System in place that is required for Full Power Operation.

It is unfortunate that certain Massachusetts Communities, at the urging of their Governor and Attorney General, have been doing every-thing possible to block Licensing of Seabrook Station, including removal of an adequate and tested Siren System.

While it is my understanding that the Joint Owners of Seabrook have an adequate substitute, hearings concerning this substitute could chew up more precious time for something that should not be required for a Low Power License. Furthermore, the Massachusetts Governmental Authorities should not be rewarded for using this plant for political purposes.

I hope that the Commission will continue to pursue its sound administration in the light of its national responsibility and adopt the proposed clarification.
