,3 Secretary of the Commission d)3-US Nuclear Regulatory Com.issicn Washington, DC 20555 Attention:

Docketing and Service Branch Gentlemen:

I congratulate you on your currant efforts 1 4 ative to the 5% low power licensing of nuclear power plants.

It's cbout time the Commissf.r n has taker; <

s steps to clarify the intent f its rules. Your direction and h adership now will be proven and recognized in the immediate future when tFc omands for electricity will be met by the utility industry, when required.

URC guidelines governing the building and testing of the Seabrook Station Nuclear Power Plant have been fully raer by Seabrook Joint Owners, and they deserve the right to fulfill their goal el providing electricity in a clean, safe, and regulated way.

We all must agree that there is no current alternative to resolve the present energy crisic (as industry indicators show) for power demand, so let's get there completed plants on lino.

Therefere, I support the Commissions proposed actions to clarify the ruley.abd request that a vote be cast in the affirmative. All Amer [ca is waitine!
