Dear Secretary:

I would like to express my strong support for your proposed rule change that would allow nuclear plants to carry out low-power testing without a full-scale emergency notification system in place.

I am sure that your proposal has aroused great opposition from people who choose to ignore the consensus of scientific experts on this issue. However, those of us in New England have seen power shortages all too frequently l ately.

I for one welcome sensible actions like yours that will allow new power units such as Seabrook to move ahead, without compromising public safety.

I hope that the Commission will, in fact, enact this measure.

I appreciate the opportuni ty to express my views.
