s NOTICE OF VIOLATION Comonwealth Edison Company Docket No. 50-454 As a result of the inspection conducted from January 1 through February 11, 1988, and in accordance with the "General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the following violation was identified:

10 CFR 50.49 requires that each licensee establish a program to maintain the environmental qualification of safety related (class 1-E) electrical equipment which mitigates the consequences of an accident.

The Byron Safety Related Component List specifies that level transmitter ILT-0932 is a c~ lass 1-E component and requires qualification for a harsh environment. Level transmitter 1LT-0932 is a Barton Transmitter, Model 752, and is utilized by control room operators during a safety injection to mitigate a loss of coolant accident.

Equipment Qualification Binder number ESE-4A requires that a Barton Transmitter, Model 752, have its zero and span adjusting screw protective covers installed to be environmentally qualified.

Contrary to the above, on January 28, 1988, the zero a d span adjusting screw

> protective covers for refueling water storage tank level transmitter ILT-0932 were not installed.

This is a Severity Level V violation (Supplement I). (454/88002-02(DRP))

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
