Dear Commissioners:

I am writing to express my support for the proposed NRC rule change which would clarify any misunderstanding over emergency planning requirements for a "low power" license.

As a citizen of the Commonwealth who resides within 10 miles of the Seabrook nuclear power plant, I feel that we have been denied an opportunity to participate in the emergency planning process due to the State's decision to remain upcooperative on this issue.

New Hampshire Yankee currently has a fully operational public alert notification system in place in New Hampshire.

For the Massachusetts' towns, a new system has been designed to alert area residents in the highly unlikely event of a serious accident at the plant.

Seabrook is built, it is safe, and it is ready to produce the much needed electricity to fuel our energy-hungry New England economy.

Time is long overdue to allow this plant to operate.

Personally, I believe that the Commission should grant a "full power" license as quickly as possible.
