I strongly urge that the commission adopt its proposed clarification of emergency planning requirements for l u power testing for the following reasons:
- 1. Low power operations pose significantly lower risk to public health than do operations at full power.
- 2. The time available for emergency action is greater during low power operations than full power operations.
- 3. Core fission product formation is considerably lessened during low-
, power operations.
The New England region is facing a serious shortage of capacity in the near future. Licensing of Seabrook must preceed in an expeditious manner to preclude an ene:dy with dire economic consequences.
