I strongly urge that the commission adopt its proposed clarification of emergency planning requirements for l u power testing for the following reasons:

1. Low power operations pose significantly lower risk to public health than do operations at full power.
2. The time available for emergency action is greater during low power operations than full power operations.
3. Core fission product formation is considerably lessened during low-

, power operations.

The New England region is facing a serious shortage of capacity in the near future. Licensing of Seabrook must preceed in an expeditious manner to preclude an ene:dy with dire economic consequences.
