Dear Secretary:

My only intent in writing this letter to express to you my full support of the proposed NRC rule change.

I do not believe it is necessary to have a full-scale public notification system available for low-power testing, especially since the amount of electricity being produced by the the plant would be less than 5% of that being used for full-power operati on.

The chances of risk at other sites are far greater than at Seabrook Station, one reason being the double-walled containment structure which could not possibly fail during low-power testing.

If such an incident should occur, New Hampshire already has available a siren notification system and the Emergency Broadcast System which provides 24-hour coverage in case of emergencies.
