Dear Ms. Hendricks:
We have reviewed your October 20,1998, letter transmitting the document " Industry Spent Fuel Dry Cask Weld Crack Position Paper, October 1998." As you know, we discussed code and welding topical issues last-July and August with industry representatives and the Nuclear Energy Institute (NEI) in two workshops. We have appreciated the industry and NEl's efforts in this matter.
However, the Nuclear Regulatory Commission Spent Fuel Project Office approved Interim Staff Guidance - 4 (ISG - 4), " Cask Closure Weld Inspections," on October 2,1998, to clarify its position and to augment the use of the standard review plans. As a result of the position taken in ISG-4, the staff believes that this guidance sufficiently resolves the weld inspection issue.
