BRANc Daar Sir, I am writing to give my support to the proposed rules clarification for low-power testing, that it is not necessary for a plant to have the same full-scale public notification system in place that is required for full-power operation.

As a resident of New Hampshire and Massachusetts for over 25 years, I am very concerned about the increased power demands of this region and the dependency on foreign oil to supply the regions power demands.

It is unfortunate that the Commonwealth of Massachusetts has refused to participate in the planning of an Emergency Evacuation Plan for Seabrook Station. However, this region needs more power sources and Scabrook Station can provide a safe and reliable power source for all.

Seabrook Station and grant it a low-power license so that testing can be completed and New England can look forward to having another ecurce of sale and reliable energy on 12ne for the future.
