I strongly support your proposed rule, clarifying licensing requirements for low-power testing of nuclear plants.

It should not be necessary for a nuclear plant to have off-site sirens in place befoie low; power testing can begin, because the plant never exceeds 5% power during these tests.

At Seabrook Station, my understading is that the double-walled containment structure would not fail during low-power operation, even without any other safety systems.

New England needs Seabrook's power, just as we need all safe, reliable domestic energy sources, to combat our growing. dependence on foreign oil.
