Dear Mr. Kingsley:
-By letter dated July 2,1998, as supplemented on September 3,1998, Commonwealth Edison
- Company (Comed) submitted Relief Request Nos. CR-21, CR-22, CR-23 and CR-24 seeking relief from some of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),Section XI, Subsection IWE, requirements for Quad Cities Nuclear Power

Station,' Units 1 and 2. The September 3,1998, letter withdrew relief request CR-22.
The NRC staff, with assistance from our contractor Idaho National Engineering and
. Environmental Laboratory (INEEL), has reviewed and evaluated the requests for relief submitted for Quad Cities. The NRC staff adopts the evaluations and conclusions contained in the Technical Letter Report (TLR) prepared by INEEL. The enclosed Safety Evaluation (SE)

- incorporates the TLR (attached) and its findings.
i Based on the above information, the staff concluded that for Rel;ef Requests CR-21 and CR-24, the proposed altematives provide an acceptable level of quality and safety and are authorized
. pursuant to 10 CFR 50.55a(a)(3)(i). For Relief Request CR-23, the proposed alternative provides reasonable assurance of structural integrity of containment repairs and replacements, and compliance with the Code requirement would result in hardship without a compensating increase in the level of quality and safety. Therefore, the proposed alternative is authorized J
pursuant to 10 CFR 50.55a(a)(3)(ii).
This completes the review of the subject relief requests and closes TAC Nos. MA2257 and l
MA2258.
