STATE HOUSE TgL. 722.2140 June 6, 1988 Samuel J. Chilk Secretary of the Commission Attention: Docketing and Service Branch U.S. Nuclear Regulctory Commission
' 1717 H Street, N.W.
Washington, D.C.
20555 Decr Sir.
1988, the Nuclear Regulatory Commission (NRC) published On May 9, a proposed change to its emergency planning requirements for fuel loading and low-power operation of nuclear power clants.
The proposed rule charge would eliminate many existing low power l
licensing requirements, including of fsite emergency response plans, any public-notification systems (including sirens), and the training of e ' rite emergency re% onse personnel.
As a resident of Seabrook nuclear plant area, I vigorously l
oppose the propoco amendnent to existing safety requirements.
The proposed rule has been developed with only the utility's interests in mind.
The NRC is once again moving to place the public at risk for the sole purpose of allowing Seabrook Station l
to obtain a low-power license, even though the question of whether it will ever be granted a full-power license is seriously in doubt.
In the interest of public safety, I urge the Commission to reject the proposed rule change.
All offsite emergency response planning requirements must be in place before allowing any degree l
of risk to the public, including risks from low power operation.
I Sincerely, NF Name and Address:
