Dear Mr. Kingsley:

On October 19,1998, the NRC completed an inspection at your Braidwood Nuclear Generating

Plant reactor facility. The onsite inspection was conducted between October 13-19,1998. The

enclosed report presents the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas,

the inspection consisted of a selective examination of procedures and representative records,

observation of performance, and interviews with staff. The objective of the inspection effort was

to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

One violation of NRC requirements was identified, as specified in the enclosed Notice of

Violation (Notice). The violation concemed three occasions between August 26 and October 2,

1998, when security officers were inattentive to duty (asleep). The NRC has concluded that

information regarding the reason for the violation, the corrective actions taken and planned to

prevent recurrence is already adequately addressed on the docket in Commonwealth Edison

97020; 50-457/97020, dated January 7,1998. Therefore, you are not required to respond to

this letter unless the description therein does not accurately reflect your corrective actions or

your position. In that case, or if you choose to provide additional information, you should follow -

the instructions specified in the enclosed notice.

The overall management and utilization of the security force in support of the Steam Generator

Replacement Project was very good. The overtime for the security force and turnover rate were

demanding, but managed well. Loggable security incidents were not excessive, considering the

number of contractors onsite for the project, which is indicative of a workforce aware of their

security responsibilities. We are monitoring your investigation of a fitness-for-duty matter.
