AFFIDAVIT OF RICHARD BERGERON I, Richard Bergeron, being on oath, depose and say as follows:

l.

I am the Instrumentation and Controls Engineering Supervisor for New Hampshire Yankee.

A statement of my professional qualifications is attached and marked "A".

The accident environment for qualification at Seabrook Station of RG-59 cable is provided in NECNP Ex. 4 Reference 1 at 2.4.1.2.

These accident environmental parameters were supplied to ITT Suprenant, the cable manufacturer.

The cable specification also required that the manufacturer comply with the applicable IEEE standards.

The cable manufacturer's test report, NECNP Ex.

4, Reference 2, demonstrates that the cables meet or exceed the

plant specific environmental parameters and comply with the applicable IEEE standards.

Furthermore, the test report.

documents that the RG-59 cable will perform its function as required during and subsequent to its exposure to the.

postulated accident conditions.

Upon receipt of the manufacturer's test report, Seabrook Station evaluated the manufacturer's test results.

The manufacturer's test results were compared to the Seabrook Station plant specific requirements as documented in the E.Q.

file assessment checklist.

It was concluded that the RG-59 cable met the plant specific performance requirements.

See E.Q. file assessment checklist Question No. 21 and n. 7 thereto, Qualification Worksheet Revision 1, and Reference 9.

The affidavit of Robert D.

Pollard incorrectly assumes that the insulation resistance of 10,000 Megohms is the acceptance criteria or operating requirement for 6ccident conditions.

The value of 10,000 Megohms 91000 feet for the resistance of the insulation between the center wire and shield is for the purpose of specifying and procuring cable.

The criteria for performance of the 10,000 Megohm test is clearly defined in the Specification For Specialty Cable, Specification No. 9763-006-113-19.

Specification Section 2.10.4.3 (NECNP Ex.

4, Reference 1 at 2.10.4.3.(d)) specifies that the insulation resistance test shall be made in air, in accordance with Military Specification MIL-C-17E: Section

4.8.5.

This requirement is verified through factory tests prior to the release of the cable for shipment.

Therefore it is incorrect to determine the acceptability of any of the IR values specified on Table 2 of Reference 2 by comparison to the 10,000 Megohms value.

The affidavit of Robert D.

Pollard at paragraph 5 states that "the measured insulation resistance of RG-59 must be multiplied by 0.015 (15 feet exposed to accident environment divided by 1000 feet) to compare the measurement to the required insulation resistance of 10,000 Megehms at 1000 feet.

As explained in paragraph 5 above the use of the 10,000 Megohm value as an acceptance criteria is incorrect.

The equation of the NRC Staff referenced in the Pollard affidavit at paragraph 5 may, in appropriate circumstances, be used to determine the acceptability of a cable for a specific plant application.

For example, when the test results for the RG-59 cables were orignally examined, it was determined that the only harsh environment applications RG-59 cable serves are the power and signal cables to the Containment Post-LOCA High Radiation Monitors used for Accident Monitoring.

The radiation monitoring sensor was examined and found to consist of an ion chamber with two RG-59 coaxial cables connected to it, one cable provided high voltage power, the other was the signal cable.

The shield at the cable was 1 [

determined not to be a signal path.

The insulation i

resistance of the high voltage was determined not to affect instrument accuracy unless a dead short occurred.

The signal cable was determined to be essentially at common (grounded; no potential) and since no potential was available to cause a leakage path, insulation resistance would not affect 1

instrument accuracy.

Therefore, as long as qualification testing showed that integrity was maintained and a reasonable insulation resistance was demonstrated, the test results were acceptable.

Reasonable is to be understood as no dramatic decrease in insulation resistance to a level such as 102 or 103 ohms.

A value in the order of 107 or 108 could be expected.

The lowest test value for the RG-59 specimens was 3 x 108 ohms.

Corrected for length of the plant cable using the maximum length (300 ft.) and assuming 15 feet as the test specinen length, a value of 1.5 x 107 ohms resulted and was deemed to be acceptable.

His areas of responsiblity inchade coordination of I&C Engineering activities for the Station Staff, Construction and Startup interface activities, as well as, vaticias special projects.

Mr. Bergeron was recently appointed to the position of Instrumentation &

Cotitrol Sdpervisor in the Engineering Department.

For the past six y3ars Mr. Bergeron has also been assigned as the Station Staff Representative on the Equipment Qualification Task Force.

lie has been responsible for the coordination and review of the Equipment Qualification Program, as well as, i

coordinating the implemcntation of the etation Equipment Qualification Program.

Mr. Dergeron came to Public Service Company of New Hampshire from Stone & Webster Engineering Corporation where s

he was employed frem 1972-1982.

He held the position of Principle Instrument Application Engineer responsible, for.

specifying, purchasing and design review of electron and pneumatic instrumentation control systems.

Mr.-Bergeron is a' Iso experienced in the scheduling and preparation of Logic Diagrams and System Descriptions which define the functional control concepts.

He was also assigned as a task member to assist in the development and preparation of the 79-01B y,

equipment qualification submittal for Duquesne Light Company.

Between 1969 and 1972 was employed by Gulf 011 Corporation as an engineer in their Marine Engineering Division.

There he was responsible for the operation and maintenance of Marine Power Plants.
