This letter responds to your recent verbal request regarding work other than the Limerick 2 10CA currently being performed by Stone and Webster Engineering Corporation (SWEC) for Philadelnhia Electric Co.

4 SWEC has reviewed all purchase orders currently open with Philadelphia Electric and provided a summary description of these services in the attached letter to me dated October 28, 1988. After review of this work scope, we do l

not believe that SWEC's independence in conduct of the 10CA is in any way compromised. You will recall that our selection of SWEC for the 10CA effort was based on a thorough examination of the experience and qualifications of all j

firms who had previously performed such evaluations.

The purpose of this letter is to provide a summary of the types of work assignments being performed by Stone and Webster Engineering Corporation (SWEC) in support of Philadelphia Electric Company (PEco).

These efforts are in addition to the Independent Design ard Construction Assessment (IDCA) that we are performing on LIMERICK UNIT-2.

LIMERICK UNITS 1 and 2.

SWEC is not directly responsible for any design or construction efforts.

SWEC has assignments at the Limerick Units to:

o Prepare emergency procedure calculations o

P. ovide emergency planning support services o Provide secunded employees to develop operational procedures o Provide condenser specialist for Retubing Oversight Committee (Estimated billings to PECo. from January 1988 - August 1988 is $1.2 million.)

PEACH BOTTOM. SWEC has assignment at the Peach Bottom Units tot o Provide engineering licensing support for container burial o Provide emergency planning technical support o Provide study for condenser tube replacement o Provide pump specialist o Provide engineering review of control drive handling equipment o Review selected non-safety modification o Update functional control diagrams o Prepare emergency procedure calculations o Provide secunded employees o Provide Engineering & Design of Auxiliary Services Building (cancelled) l (Estimated billings to PECo from January 1986 - August 1988 is $1.5

SWEC has assignments at other PECo facilities to 1

i SWEC has reviewed the content of these work assignments and concludes that none conflict with the independent nature of the IDCA on 1,imerick Unit 2.

In addition, the total billing to PEco is a very small percentage of SWEC revenues.

We have executed personal disclosure statements for each SWEC employee who is assigned to the IDCA ef fort in accordance with the project protocol.

These are available for review at any time in our Cherry Hill Office.

In conclusion, SWEC is confident that the necessary degree of independence exists with respect to cur assign =ent to conduct the IDCA.
