I am writing to stzungly urge the Ccrutission to proceed to adopt its prcposed clarification of emrgency planning requirunents for low pcar license to mke clear that a full scale public notification system nood not be in place in order for a nuclear pwer plant to be given a low pcur license.

As officials most knowledgeable of nuclear pcur ard respansible for the health ard safety of the public, I wculd e.mgo you to not allw r.uclear pcar ogx>nents or self-serving public officials to stop your efforts in clarifying ard eliminatirg the ambiguities of the present requirenents for lou pwer operations.

I uMerstard that with low power operations tha risk to public health ard safety is significantly lower than at full pwer. 'Ihe lac should make their decision on this proposed rule based on the krmledge of the low risks associated with 1cu power operation ard the facts that Seabrook is cceplete, safe, fueled ard ready to go.

I hope that the ccmission will cantinue to pursue its courd administration in the light of its national respcnsibility ard adopt propcscd clarification.
