Abstract: The proposed rule would add an explicit requirement to Section 31.5 that general licensees respond within 30 days to requests from the NRC, or other time specified in the request, for information concerning products that they have received for use under a general license. The NRC intends to use this provision primarily to institute a regit.kation and accounting system for the devices containing certain quantities of spe'cific radionuclides that present a higher risk (compared to other generally licensed devices) of exposure to the public or property if a device were lost. The proposed rule is intended to ensure that generallicensees are aware of and understand the requirements for the 2

possession of devices containing byproduct material and can account for their devices.

l-Better awareness on the part of these licensees of their responsibilities would help to l

l:

ensure that they comply with the requirements for proper handling and disposal of generally licensed devices and should help reduce the potential for incidents that could i

result in unnecessary radiation exposure to the public as well as contamination of PIOpOIIya i

l Submit, by (insert date 30 days after publication in the Federal Register), comments that i

address the following questions:

l 1.

Is the proposed collection of information necessary for the NRC to properly perform l.

its functions? Does the information have practical utility?

Is the burden estimate accurate?

I 3.

Is there a way to enhance the quality, utility, and clarity of the information to be collected.

j 4.

How can the burden of the collection of information be minimized, including the use l

of automated collection techniques or other forms of information technology?
