Dear Mr. Atkinson:

I am responding to your letter to L. Joseph Callan, dated October 15,1998. Your October 15  !

letter answers a letter from Mr. Callan dated October 6,1998, which in turn replied to a letter .

that you wrote to Commissioner Diaz on June 30,1998. In yourletters, you have raised several points related to your belief that, since its creation in 1975, the U.S. Nuclear Regulatory Commission (NRC), through its regulatory approach, has been instrumental in causing nuclear power plant cost increases and construction delays. In further response to your concerns, I am enclosing a copy of a speech that Chairman Jackson delivered on October 14,1998 to NRC l senior managers. As Chairman Jackson stated in her speech, "We will not knowingly, and I without cause, represent a death knell to the industries we regulate. We will impose no less, I but no more, burden than necessary to ensure adequate protection of the public health and safety." Additionally, this speech addresses concerns that you raise in your October 15 letter related to the development of cultural change in the NRC in order to help foster less-burdensome regulation consistent with the NRC's mandate.
