This letter addresses the inspection of your facility at Wilmington, North Carolina conducted by Messrs. R. L. Cilimberg and B. J. Mincher of this office on December 7-11, 1987, and the discussions of their findings with Mr. W. W. McMahon and other members of your staff at the conclusion of the inspection.

The purpose of this inspection was to follow up allegations related to activities in the Chemet Laboratory and to review assembly activities associated with General Electric (GE) fuel. Areas examined during the inspection included pellet grinding and inspection, end cap inspection, bundle packaging, internal auditing, and laboratory analyses and testing. Areas examined during the NRC inspection and our findings are discussed in the enclosed report. This inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During this inspection it was found that the implementation of your Quality Assurance (QA) program failed to meet certain NRC requirements. Chewing gua in the Chemet Laboratory is an allegation that was substantiated while allega-tions related to eating food and cheating on various laboratory tests could not be substantiated. Four nonconformances were identified on a laboratory analytical procedure which involved technicians performing steps that were not detailed in the procedure. The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.

Please provide us within 30 days from the date of this letter a written state-ment containing:
