I have been involved with nuclear power industry since 1970 in various locations of the USA and presently at Seabrook Station.

I feel the rule change allowing low power testing at Seabrook is a responsible decision mad by qualified people and urge you to proceed with same.

I would like to say that of all the power plants in the country, I feel that Seabrook with its double wall containment, state of the art safety systems complete with numerous backup systems is without a doubt the best constructed and safe plant in this or any other country.

I urge you to proceed with this rule change to allow 5% testing to 2 tart so we will be able to proved New England with there much need energy requirement.
