AtterkU h kD)5kE$ king Secretary of the Commission U.S. Nuclear Regulatory Commission and Service Branch 1717 H Street, N.W.
Washington, D.C.
20555 Dear Sirs On May 9, 1988, the Nuclear Regulatory Commission (NRC) published a proposed change to its emergency planning requirements for fuel loading and low-power operation of nuclear power plarts.
The proposed rule change would eliminate many existin/ low power licensing requirements, including of fsite emergency r esponse plans, any public-notification systems ( ncluding sirens), and the training of offsite emergency response personlel.
As a resident of the Seabrook nuclear plant area, I vigorously oppose the proposed amendment to existing safety equirements.
I The proposed rule has been developed with only th.i utility's interests in mind.
The NRC is once again moving 1o place the public at risk for the sole purpose of allowing Seabrook Station to obtain a low-power license, even though the question of whether it will ever be granted a full-power license is seriously in doubt.
In the interest of public safety, I urge the Commissior to reject the proposed rule change.
All offsite emergency response planning requirements must be in place before allowing any degree of risk to the public, including risks from low power operation.
l Sincerely, WW@
