MINUTES OF MEETING WITH ALCHEMIE On February 9,1988, a meeting was held with All Chemical Isotope Enrichment, Inc.(AlChemIE). The meeting was held in Room 6-B-11 of one White Flint North. A list of meeting attendees is attached. The topics shown on the attached agenda were discussed as follows.

Anti-Trust The NRC will prepare a request for information in one to two weeks on anti-trust information.

Foreign Domination, control and ownership AlChem!E will submit a complete list of the members of their board of directors, all of whom are U.S. Citizens.

Safety Review AlChemIE has submitted additional information in response to the staff request of December 28, 1987. The response covers 1) machine contamination,

2) decommissioning, and 3) waste disposal. The NRC staff will review this information.

Environmental Review The AlChemIE response, discussed above, also contained additional information related to the environtrental review. NRC staff and its contractor, Science Applications International Corporation, will review this information.

Safeguards This topic pertains to the prevention of uranium enrichment and is considered proprietary by the NRC. Therefore, this portion of the meeting was closed to the public.

Glenn A. Terry 2 Schedule AlChemIE indicated that their contract with the Department of Energy required that they begin to remove centrifuge machines from the Gas Centrifuge Enrichment Project (GCEP) at Portsmouth, Ohio, beginning no later than September 1, 1988. If a license is required for AlChaaIE to take possession of the machines for transport and, in accordance security procedures, a secure storage area is required for the machines, A1ChemIE believes construction of the storage building at Oliver Springs, Tennessee, must start in February 1988.

AlchemIE also would need the license (construction permit) by May 1988 in order to gain access to the machine rotors for transportation preparation.

AlchemIE asked if it was possible to defer completion of the safeguards review portion of the application after receiving the construction oermit, but prior to issuance of an operating license. A1ChemIE asked if a limited work authorization would apply to this situation. This will be reviewed by the staff.
