Dear Secretary:
I am writing this letter in support of the proposed "Interpretive Rule" on Requirements for low power testing at nuclear power plants.
While the rule would make it clear that a public alert notification system would not be required for 5% testing, due to the lou risk to the public, the only plant which would currently be affected is Seabrook Station in Seabrook, New Hampshire.
An evaluation of the Seabrook Plant has shown that it exceeds all safety standards required by the N.R.C. in terms of containment integrity, plant quality, and quality of personnel.
Furthermore, we have a functioning Emergency Broadcast System in place, as well as a mobile prompt notification system for the state of Massachusetts, in spite of that state's refusal to cooperate in any way with any group or organization trying to help solve New England's dire energy problems by use of nuclear power.
The proposed interpretive rule is a good one.
It is time you established your "Bona Fides" and lived up to your name as a Regulatory Body. After all it is you -- not the Governor of Massachusetts -- who is charged with nuclear regulation in this country.
Please do not abdicate your responsibility to a myopic politician, who will say anything and do anything to further his personal cause at the expense of the people of this country.
